In this study,we examined how municipalities are developing new comprehensive projects for the care and livelihood support of minor persons(those who need support and those who are eligible for the new comprehensive projects in the long-term care insurance system).We also explored how entities aim to develop resident-oriented support and activities in their respective districts. Further, we examined the challenges of resident-led support and activities from the perspective of guaranteeing the rights of minor persons.As a result,it was clarified that in the development of a local support system that guarantees the rights of minorities,it is necessary to have a mechanism for nurturing the seeds of individual will,such as a local joint infrastructure to promote public-private cooperation for the realization of community care and continued relations with minorities.
