| 内容記述 | 本論文では、軽度者（介護保険制度における要支援者と新しい総合事業の対象者）の介護と生活支援をめぐって、市町村は新しい総合事業をどのように展開し、それぞれの地区において活動主体は住民主体の支援・活動をどのように開発するのか。また、軽度者の権利の保障という点から住民主体の支援・活動の問題と課題を検討した。その結果、軽度者の権利を保障する地域の支援体制づくりにおいて、個人の意志の芽を育てる仕組み、コミュニティ・ケアの実現に向けた公私連携を進める地域の共同基盤、軽度者との関わりの継続が必要であることを明らかにした。 | |||||||||||

| In this study,we examined how municipalities are developing new comprehensive projects for the care and livelihood support of minor persons（those who need support and those who are eligible for the new comprehensive projects in the long-term care insurance system）.We also explored how entities aim to develop resident-oriented support and activities in their respective districts. Further, we examined the challenges of resident-led support and activities from the perspective of guaranteeing the rights of minor persons.As a result,it was clarified that in the development of a local support system that guarantees the rights of minorities,it is necessary to have a mechanism for nurturing the seeds of individual will,such as a local joint infrastructure to promote public-private cooperation for the realization of community care and continued relations with minorities. | ||||||||||||
