| 内容記述 | 本稿では、OECD加盟国のうち12カ国について、近年の海外の保育政策、保育制度、カリキュラムについて整理し、そのなかで親の参画をどのように位置づけているのかについてレビューを行った。その結果、保育政策については、文化的な背景のみならず、経済情勢・人口動態などの要因が共通して保育政策に影響を与えていること、保育制度については各国においてバラつきは見られるものの、おおよそ0～5歳児を対象に幼児教育・保育が行われていること、カリキュラムについては日本における保育の5領域と共通するような内容が示されていることがうかがわれた。さらに、幼児教育・保育における親の参画については、多くの国で積極的な関与もしくは義務付けがなされており、日本と大きな違いが見られた。以上のことから、海外の幼児教育・保育の考え方を導入する際には、歴史的な背景や経緯を考慮する必要性があること、また親の参画については、多くの国で積極的な関与もしくは義務付けられていることから、日本においても今後そのような方向性に進んでいくことが期待される。 | |||||||||||||||||||||||

| In this study,recent overseas childcare policies，systems，and curricula in 12 OECD member countries were examined.Additionally,parents’involvement in these policies,systems,and curricula were reviewed.The results show that not only cultural backgrounds but also economic and demographic factors commonly influence childcare policies.Furthermore,although there are variations in countries’childcare systems,early childhood education and care are generally provided for children aged 0 to 5 years old.Curricula are similar to curricula used for educating and caring for children aged 0 to 5 years in Japan.In addition,parental involvement in early childhood education and care is active or obligatory in many countries,which is significantly different from Japan’s situation.In light of the above,it is necessary to consider the historical background when introducing the concept of early childhood education and care in another country.Determining if parental involvement is voluntary or obligatory in each country is also important.It is expected that Japan will move in this direction in the future. | ||||||||||||||||||||||||
